Assemblymember Mike Gipson and Sen. Catherine Blakespear have introduced AB 3067, Residential Property Insurance; Firearms, legislation similar to a proposed conceptual amendment Blakespear raised in response to SB 8, Firearms liability insurance. SB 8 was held in Senate Insurance Committee and turned into a two-year bill in 2023 and then died at a procedural legislative deadline in early 2024.
The legislation would require an insurer by Jan. 1, 2026, to include questions on an application for homeowners’ or renters’ insurance seeking information regarding the presence and storage of any firearms kept in the household, accessory structures, or vehicles kept on the property subject to any applicable insurance policy. The bill would also require an insurer to report this information annually to the Department of Insurance and the Legislature beginning Jan. 1, 2027; the inclusion of confidential identifying information in the report would be prohibited.
