Annette Burris

Annette Burris serves as Assistant Vice President of Federal Regulatory Affairs at the NAMIC, where she leads federal regulatory and public policy initiatives affecting member companies. She works closely with policymakers, regulators, and industry leaders on issues including disaster risk, catastrophe resilience, and emerging regulatory policy.

Before joining NAMIC, Burris worked as a Senior Insurance Regulatory Policy Analyst at the U.S. Department of the Treasury’s Federal Insurance Office, where she advised senior Treasury leadership on domestic and international insurance policy and issues surrounding the Terrorism Risk Insurance Program. She also served as the Designated Federal Officer for the Federal Advisory Committee on Risk-Sharing Mechanisms and collaborated with the International Forum of Terrorism Risk (Re)Insurance Pools, bringing together government and industry leaders from around the world.

Prior to her position at Treasury, Burris held various senior leadership roles in the National Flood Insurance Program, including time as Executive Officer and Senior Advisor at FEMA headquarters. She began her more than twenty-year career in government programs with the Illinois Department of Natural Resources, where she administered the NFIP for the State of Illinois and developed deep expertise in floodplain management, disaster risk, and resilience.

Burris brings a practical, collaborative approach to public policy and believes that effective regulation is built on trust, transparency, and strong partnerships. She holds a Master of Public Health with a concentration in Disaster Management from Tulane University, a master’s degree in legal studies from the University of Illinois, and a bachelor’s degree from Western Illinois University.
