Annette Burris

Annette Burris serves as Assistant Vice President of Federal Regulatory Affairs at NAMIC. She previously served as Senior Insurance Regulatory Policy Analyst at the U.S. Department of the Treasury’s Federal Insurance Office, advising Treasury leadership on domestic and international insurance policy and the Terrorism Risk Insurance Program. She also served as Designated Federal Officer for the Advisory Committee on Risk-Sharing Mechanisms and collaborated with the International Forum of Terrorism Risk (Re)Insurance Pools.

Burris previously held senior National Flood Insurance Program roles, including Executive Officer and Senior Advisor at FEMA headquarters. She began her NFIP career at the Illinois Department of Natural Resources, where she developed expertise in floodplain management and disaster risk mitigation. With more than 20 years of experience in government programs, she brings a practical approach grounded in Midwestern small-town sensibilities. She holds a Master of Public Health in Disaster Management from Tulane University, a Master of Arts in Legal Studies from the University of Illinois, and a Bachelor of Science from Western Illinois University.
