NAMIC submitted a letter Jan. 31 to the Virginia House Communications, Technology and Innovation Committee – Technology and Innovation Subcommittee opposing HB 747. The bill would establish operating standards for developers and deployers of artificial intelligence. In addition, the bill provides that the Office of the Attorney General will enforce the bill’s provisions.

NAMIC opposed the bill, requesting insurance be removed from its scope because, if enacted, it would create a parallel and inconsistent set of standards in conflict with the insurance code. The inclusion of insurance in the bill undermines the authority of the insurance commissioner and the purpose of the commonwealth’s insurance regulatory requirements, which are ultimately for the benefit of consumers.

The bill was not taken up by the committee during the hearing and was passed by for the day. It may come up at a future subcommittee meeting this session. NAMIC will continue to monitor this legislation.
