The National Association of Mutual Insurance Companies applauded bipartisan U.S. House passage of HR 5473, the Promoting Resilient Buildings Act of 2023. Jimi Grande, senior vice president of federal and political affairs, made the following comment:
“With more Americans moving into high-risk areas for severe weather, HR 5473 provides vital funding with clear and consistent guidelines for communities looking to better protect themselves. Empowering homeowners with funding to retrofit their properties to better withstand extreme weather is a major step forward for federal disaster policy.
“Most Americans live in existing construction and helping them protect their property will save lives and reduce losses.”
HR 5473 makes permanent the qualification that communities adopt one of the prior two model ICC building codes, which had been set to expire this year. If the bill does not become law, only those communities that have adopted the most recent models would be eligible for mitigation grants.
