NAMIC Legislators of the Year


Each year, NAMIC honors state and federal lawmakers who have been leaders on the issues of great importance to the insurance industry as Legislators of the Year. The award bears the likeness of Ben Franklin, one of the nation’s founding fathers who in 1752 established a mutual insurance company that continues to serve policyholders. To this day that company remains a NAMIC member along with the other more than 1,500 regional and local mutual insurance companies on main streets across America and many of the country’s largest national insurers. NAMIC members write $391 billion in annual premiums, accounting for 68 percent of homeowners, 56 percent of the automobile, and 31 percent of the business insurance markets.

NAMIC awarded Florida state Rep. Tommy Gregory as the association's State Legislator of the Year. Gregory was tapped as the top state legislator for 2023 for his leadership in sponsoring several bills addressing insurance public policy. These bills included Florida’s history making tort reform package and several industry-driven omnibus packages. He was also influential during the 2022 special sessions on eliminating attorney fee recovery statutes and assignment of benefits in property insurance claims. Gregory is the chair of the House Judiciary Committee, which oversees some of the most critical issues facing NAMIC’s membership in the Legislature.

NAMIC recognized Rep. French Hill, R-Ark., as the association’s 2023 Federal Legislator of the Year. Hill is a senior member of the House Financial Services Committee, serving as chair of the Subcommittee on Digital Assets, Financial Technology, and Inclusion. He has spent his career in Congress advocating for sound principles and common-sense solutions while defending the insurance industry from misguided efforts. As the lead Republican on the Financial Services Housing and Insurance Subcommittee in 2022, he stood by the industry as it worked to educate lawmakers on the rising risk of wildfires and its impact on the insurance market. Hill also spearheaded an effort to examine pandemic risk, voted in support of NAMIC’s Resilient AMERICA Act to focus more dollars on mitigation and loss prevention, and fought for the much-needed long-term extension of the National Flood Insurance Program.
