NFIPReormandReauthorizationTheNationalFloodInsuranceProgramwasagainsubjecttoaseriesoshort-termextensionsin2011.FirstreauthorizedthroughSeptembertheprogramwasthenextendedintoNovemberandthenDecemberbeoreCongressadoptedanextensionthroughMay2012beoreadjourningortheyear.Whilesimplykeepingtheprogramrunningwithoutalapserepresentedanimprovementrom2010wedidseesubstantialprogresstowardpassageolong-soughtreormsandalong-termreauthorizationotheNFIP.NAMICChairmanSandraParrillotestix1edbeoretheHouseFinancialServicesSubcommitteeonInsuranceinMarchoutliningourvisionoNFIPreormsthatareneededtobesuccessul.InhertestimonyshetoldCongressthatx1ctheNFIPmustbeginchargingrisk-basedratesiitistohaveanychanceobeingasolventprogramtheseratesshouldrefectthetruecostoprovidingcoverage.x1dRecognizingthatactuarialratesmaybedix1cultorsomehomeownersshecautionedthateortstoassistthemshouldbedoneseparatelyromtheNFIPitsel.x1cAnysubsidiesthatthegovernmentbelievesarenecessarymustbeindependentotheNFIPandullytransparentx1dshesaid.x1cSubsidiescannotcontinuetobehiddenwithintheinsurancemechanismandhomeownersshouldbeullyawareotherealrisksandcostsowheretheylive.x1dTheensuinglegislationintroducedbyRep.JudyBiggertR-Ill.mirroredtheprinciplespresentedintheNAMICtestimony.TheFloodInsuranceReormActo2011H.R.1309wouldphaseinmoreaccuraterisk-basedpricingorfoodinsurancetostrengthentheNFIPx19sx1nancialstandingandestablishaTechnicalMappingAdvisoryCouncil.Itwouldalsoincreasetheauthorityotheprogramtodenycoverageorrepetitivelosspropertieswhoseownersreusemitigationassistance.WithoursupportthelegislationmovedswitlywinningunanimoussupportromtheHouseFinancialServicesCommittee.WealsoadvocatedorthebillinthedaysbeoreaullHousevotewhereitpassedwith406votesx13araredisplayostrongbipartisanshipamidthegridlockothe112thCongress.WeopposedmisguidedeortsbysomelawmakerstoeliminatetheNFIP.Notingthehistoryofoodinsurancex13thelackoanymarketorcoveragewaswhatledtothecreationotheNFIPx13andthepotentialcoststothegovernmentabsentaninsurancemechanismwemadeastrongcaseorcontinuingtheprogram.TheproposaltoterminatetheNFIPailedwith384membersotheHousevotingagainstit.IntheSenatereormlegislationmadesimilarprogresshavingbeenapprovedbytheSenateBankingCommitteewithnoopposition.InDecembersomesenatorsspokeopenlyabouttheneedoravoteonthebillbutbytheendotheyearitwasstillawaitingaullSenatevote.WecontinuedourpushoracomprehensivefoodinsurancereormbillbyhelpingorchestrateabipartisanletterromsenatorscallingorafoorvoteintheSenateinearly2012.ThedierencesbetweentheHouseandSenateversionsoNFIPreormareminorandlargelytechnicalinnature.Inconversationswithcongressionalstawehavereceivedoptimisticassessmentsthatthosedierencescanbeeasilybridged.WewillcontinueworkingwiththeSenatetogetavoteonthebillandthemeasuresignedintolaw.AutoIssuesNAMICservesasthevicechairotheQualityPartsCoalitionagroupcomposedoinsurersandatermarketautopartmanuacturersanddistributorsdedicatedtopreservingcompetitionintheatermarketorcollisionrepairparts.AlongwiththecoalitionwewereabletowinthesupportoRep.DarrellIssaR-Cali.Rep.Issainitiallyavoredtheideaoabillthatwouldallowdesignpatentsor14years.ButNAMICandthecoalitionnotedthiswouldhavethesameeectasallowingpatentsonalongerbasis.Ateramid-Novembermeetingthecongressmanagreedtoatwo-and-a-hal-yeardesignpatentenorcedasothex1rstsaleglobally.Duringthattimecompetitorswouldbeallowedtomanuacturedistributeandadvertisetheatermarketpartsproducthoweveranactualsaleothecompetingproductwouldbeprohibited.Tox1endoutmoreabouthowtheQualityPartsCoalitionisworkingtokeepautopartsaffordablevisitwww.keepautopartsaffordable.orgindex.html14
