NAMIC expresses its appreciation to each member of the task force for all of their generous contributions to this project. The task force was divided into three subgroups that studied capital strategies, organizational governance, and organizational structures. The subgroups were chaired by David Hosler, Philip J. Raub, and Daniel Basinger, respectively. Karen M. Balaban and Constance Foster of Saul, Ewing, Remick & Saul, provided the task force with technical expertise and was responsible for developing the paper into a cohesive report. Special thanks are due to James I. Taylor, former president of Penn National, who ably served as Task Force Chairman throughout most of the development of this report.
