Relates to the worker's compensation act; provides that the state's subrogation recovery be reduced for recovery fees and costs; authorizes elective coverage for corporate officers, limited liability company members, partners and sole proprietors as specified; increases dependent children's, death and permanent impairment benefits; provides a minimum and extending the duration of temporary total disability benefit; revises the criteria for and distribution of employer premium credits. Effective date: July 1, 2009.

Relates to vehicle title and registration; amends license plate and specialty plate statutes; modifies the qualification and treatment of rental vehicles and rental companies; requires bonding; provides that vehicle factory price shall be determined from a current, nationally recognized price guide; relates to pickup trucks, full-time students, reciprocity agreements, motorcycles, dealer demos, inspections, rentals, rebuilt, off-road and agricultural vehicles; provides for electronic certificate of title. Effective date: January 1, 2010.

Ignition Interlock Device

Relates to restricted drivers' licenses; modifies provisions relating to driving under the influence and the use of ignition interlock devices; imposes penalties on those who assist others in defeating an ignition interlock device; requires notice to drivers; provides an appropriation; provides that any person convicted of aggravated homicide by vehicle for causing the death of another person while operating or driving a vehicle shall not be issued an ignition interlock restricted license. Effective date: July 1, 2009.

Traffic Offenses

Relates to the regulation of traffic; provides increased penalties for speeding in vehicles with a gross vehicle weight in excess of a specified amount; specifies the speeding offenses to which the increased penalties apply. Effective date: July 1, 2009.
