Permits Director of Department of Consumer and Business Services to issue orders to address matters related to insurance policies issued in this state when the Governor declares a state of emergency, including reporting requirements for claims, grace periods for payment of premiums and insurance cancellations; sets time limits during which order may remain effective; prescribes contents of order; requires director to adopt rules that establish criteria for issuing order. Effective date: March 11, 2008.

Catastrophe-Related Legislation

Enacts international emergency assistance compact entered into by States of Oregon, Washington, Idaho and Alaska, Province of British Columbia and Yukon Government to provide for mutual assistance in managing an emergency or disaster; creates the regional emergency management advisory committee; provides for recognition of occupational licenses, tort liability and immunity, supplementary agreements, workers compensation, death benefits, reimbursement for expenses and evacuation of citizens. Effective date: March 11, 2008.

Traffic Offenses

Modifies the penalty to include a fine for operating in violation of variance permit, specifically for failure to have the required number of pilot vehicles or to follow the route prescribed by the Department of Transportation; modifies terms of offense of failure to remove a motor vehicle from the roadway; eliminates the requirement that an applicant must include the township shown on the latest county real property tax statement when applying for the registration of a farm vehicle. Effective date: March 3, 2008.

Drivers' Licenses

Directs the Department of Transportation to annually report to Legislative Assembly and describe effects of implementation of chapter __, Oregon Laws 2008 (Enrolled Senate Bill 1080), relating to proof of legal presence in the United States for issuance or renewal of a drivers' license or identification card. Effective date: March 11, 2008.

Workers' Compensation

Exempts persons registered with the National Ski Patrol providing volunteer ski activity services that receives no wage other than passes authorizing access to and use of a ski area from minimum wage standards, mandatory workers' compensation coverage and unemployment compensation taxation requirements. Effective date: March 11, 2008.

Dogfighting

Modifies the crime of participation in dogfighting; increases the maximum penalty for crime of participation in dogfighting; increases the maximum penalty for crime of possessing dogfighting paraphernalia; expands definition of dogfighting paraphernalia to include an unprescribed veterinary medicine that is a prescription drug and certain other equipment. Effective date: March 11, 2008.

Drivers' License

Requires a person to provide proof of legal presence in United States and Social Security number before Department of Transportation may issue, renew or replace driver license, driver permit or identification card; provides that license issued to person who is not citizen or permanent legal resident is valid until date licensee is no longer authorized to stay in the U.S., but no longer than eight years, or until one year from date of issuance of license; provides exemption from collection of biometric data. Effective date: February 20, 2008.

Bail Bonds

Requires a court to impose minimum $500,000 security release amount for persons charged with manufacture or delivery of methamphetamine under certain circumstances; authorizes a court to reduce the security release amount to $50,000 after a hearing. Effective date: January 1, 2009.
