Requires information detailing how to obtain an accident report to be given by a law enforcement officer to the next of kin of relatives killed or incapacitated in a motor vehicle accident; provides that when a vehicle is abandoned due to the death or incapacitation of the driver or any passenger, the person storing the vehicle shall charge the owner of record or the security interest holder no more than a certain amount. Effective date: April 1, 2009. |

Allows a court to make an exception to the mandatory driver's license suspension for persons found guilty of certain controlled dangerous substance or drug paraphernalia laws if it finds that compelling circumstances warrant an exception; specifies that compelling circumstances exist if the suspension of the person's driving privileges will result in extreme hardship and alternative means of transportation are not available. Effective date: September 10, 2008. |

Reduces the amount of the surety bond a licensed dealer would have to provide in order to conduct an off-site motor vehicle sale involving recreational vehicles, either new or used, or used motor vehicles; clarifies that if a dealer's surety bond is cancelled before the end of the off-site sale, the dealer must immediately obtain and file with the Chief Administrator of the Motor Vehicle Commission a replacement surety bond. Effective date: September 6, 2008. |

Strengthens enforcement against employers for failure to provide workers' compensation coverage; provides that the Uninsured Employer's Fund shall have a subrogation right against successor firms, corporations, and partnerships; provides a penalty for mutual associations and stock companies authorized to write workers' compensation or employer's liability insurance coverage for failure to comply with reporting requirements relating to employer identification numbers. Effective date: October 1, 2008. |
