Group Property Insurance

Provides for renewal of insurance group marketing plans for automobile and homeowners' insurance; provides that a group marketing plan in effect pursuant to existing law during calendar years 2007 through 2010, inclusive, may be approved upon renewal notwithstanding that less than a specified percentage of its members are insured during said calendar years; requires a report by the Commissioner of the Division of Insurance on group marketing plans for vehicle insurance and the average discount offered. Effective date: August 6, 2008.

Low-Speed Vehicles

Relates to the operation of low-speed motor vehicles; provides for the exclusion of such persons and vehicles from state highways when necessary; provides for a fine for violations; amends provisions regarding express state highways; requires vehicle registration; requires motor vehicle dealers, vehicle dealers and vehicle renters to provide a notice of disclosure to each customer; provides for display of a slow-moving vehicle emblem. Effective date: January 15, 2009.

Traffic Safety

Provides that no child under the age of eight and measuring less than fifty-seven inches in height shall ride as a passenger in a motor vehicle on any way unless such child is properly fastened and secured, according to the manufacturer's instructions, by a child passenger restraint; provides a child that is not required to be fastened in a child passenger restrain, shall not ride as a passenger unless wearing a safety belt and is property adjusted and fastened. Effective date: April 11, 2008.

Relates to the operating requirements when approaching stationary emergency vehicles. Effective date: December 22, 2008.

Heating Oil Spills

Relates to homeowner heating safety; facilitates homeowners remediating heating oil spills; relates to contaminated media caused by a release of home heating oil; provides for homeowners insurance for response action costs from a residential liquid fuel tank or any piping, fuel supply lines, equipment or connected systems and liability coverage for third-party claims arising from a release on the insured property regarding migration and contaminated groundwater. Effective date: January 5, 2009.
