Changes the laws regarding identity protection and gives identity theft victims the right to have an incident report filed by their law enforcement agency and receive a copy of the report. Effective date: August 28, 2008. |

Watercraft Issues |
Requires the documented owner of a vessel or outboard motor to endorse an assignment with warranty of title and a statement of all liens or encumbrances at the time of sale or transfer of ownership; relates to various penalties for operating a vessel while intoxicated, sport fishing, marine traffic control, experience requirements of the Commissioner of the State Water Patrol, involuntary manslaughter and assault of a law enforcement officer through negligent operation of a vessel, and abandoned boats. Effective date: July 3, 2008. |

Workers' Compensation |
Prohibits employers from requiring employees to have personal identification microchip technology implanted in their bodies; reaffirms that the right for compensation for permanent total disability under Workers' Compensation Law terminates on the date of the injured employee's death; re-enacts federal overtime standards for firefighters, commissioned employees, and flex-time pay rate employees; prohibits employers from terminating an employee for being activated by the Federal Emergency Management Agency. Effective date: June 26, 2008. |

Changes the formula for calculating a refund for credit insurance premiums in the event of termination of the insurance prior to the scheduled maturity date of the indebtedness; specifies that the first month's premium is earned on the first day of coverage, and each successive month's premium will be earned on the anniversary date of the coverage.(See also SB 1168). Effective date: August 28, 2008. |

Motor Vehicle Record Fee |
Requires the director of the Department of Revenue to collect a maximum fee of one half of one cent per motor vehicle or driver license record for batch/bulk customer requests that meet the criteria enumerated in the Drivers Licence Privacy and Protection Act. Effective date: August 28, 2008. |

Requires the Hazardous Waste Management Commission to propose rules to establish requirements for the reporting of releases and corrective action taken in response to releases from underground petroleum storage tanks; extends the expiration date of the Petroleum Storage Tank Insurance Fund; provides for membership of the Petroleum Storage Tank Insurance Fund Board of Trustees' advisory committee; generally relates to petroleum storage tank owner and operator liability. Effective date: August 28, 2008. |

Auto Emission Testing |
Relates to motor vehicle emissions inspection process; gives a motorist a certain amount of days beyond the vehicle's registration expiration without a current state registration license for the purposes of resetting their vehicle's readiness monitor and passing the on-board diagnostic retest; provides a motorist must keep the most recent failing OBD test results in their vehicle to present to law enforcement; makes motorists still liable for late registration penalties. Effective date: August 28, 2008. |

Credit Insurance |
Revises formula for computing a refund for credit insurance; provides that a premium refund now equals the original premium multiplied by the ratio of the sum of the remaining insured balances divided by the sum of the original insured balances; provides that in determining the number of months for which a premium is earned, the first month's premium may be considered as earned on a certain day of coverage and for all successive month's premiums, on the coverage anniversary date in each successive month. Effective date: August 28, 2008. |
