Amends existing law to revise provisions relating to motorcycle endorsements on driver's licenses; to delete provisions relating to the retention and return of surrendered driver's licenses by the Idaho Transportation Department; to provide for applications for duplicate driver's licenses; and to authorize the Idaho Transportation Department to collect certain fees for reinstatement of driver's licenses after revocation or disqualification. Effective date: July 1, 2008.

Salvage Title

Amends existing law to provide for electronic files in regard to salvage certificates of ownership; to revise provisions relating to salvage vehicles; to provide for notations of theft recovery on title records; to provide for branded certificates of title for certain vehicles; to delete inspection provisions, provisions relating to branded certificates of title for reconstructed vehicles and repaired vehicles and provisions relating to branded decals; and to provide for branded certificates of title relating to rebuilt salvage vehicles. Effective date: July 1, 2008.

Traffic Safety

Amends existing law to require compliance with federal motor vehicle safety standards for certain vehicles subject to registration; to prohibit registration and operation of certain vehicles on public highways of the state; to provide an exemption from titling requirements; to revise dealer licensing provisions; and to revise dealer license bond provisions. Effective date: July 1, 2008.

Driving Privileges

Amends existing law to prohibit the issuance of a driver's license, instruction permit, privilege or right to drive to persons not lawfully present in the United States; to require verification of the social security number by the Social Security Administration for an applicant for a driver's license, instruction permit, restricted school attendance driving permit and identification card; to provide for the expiration dates and fees of a driver's license. Effective date: July 1, 2008.

Motor Vehicle Liability

Amends existing law relating to motorist insurance; removes reference to certain liabilities arising out of the ownership, maintenance or use of a motor vehicle; provides coverage for underinsured motor vehicles; provide sin writing or electronically for rejection of underinsured motorist coverage; requires the insurance carrier to provide the insured a summary statement. Effective date: January 1, 2009.

Standard Fire Policies

Amends existing law relating to standard fire insurance policies to revise the definition of terrorism; provides that a fire insurance policy may exclude coverage for loss by fire or other perils insured against if the fire or other perils are caused directly or indirectly by a terrorist, whether or not such terrorist is acting on behalf of any foreign person or foreign interest. Effective date: July 1, 2008.

Amends existing law relating to all-terrain vehicles, utility type vehicles and motorbikes to define a term; to revise definitions; to remove all-terrain vehicles operated on public highways from an annual fee requirement; to provide a restricted vehicle license plate fee for operation of certain vehicles; to revise an exemption; to remove an exemption from operating fees for certain vehicles; to provide for closure of certain roads to certain vehicles; to provide for use of certain vehicles on certain unpaved highways; to provide for crossing of certain roads by certain vehicles; to provide for furnishing one license plate for certain vehicles; to provide for violation of license and registration sticker requirements for operation of certain vehicles; to provide for registration of certain vehicles used on certain unpaved highways; to provide for placement of a registration sticker; to remove an exception; to revise a registration requirement for certain motorbikes; to provide for transfer of a registration sticker; and to provide for transfer of a restricted vehicle license plate. Amends existing law relating to tire equipment restrictions to define a term; to provide the Idaho Transportation Department with the authority to require chains or certain other traction devices on certain commercial vehicles on certain passes; to require the department to take certain actions when requiring the chains; to provide for chaining requirements; and to provide for exceptions. Effective date: April 1, 2008.

Adds to and repeals existing law relating to protection of credit reports to provide a short title; to define terms; to provide a security freeze on a consumer's credit report; to provide for removal of a security freeze and for requirements and timing; to provide for changes to information in a credit report subject to a security freeze; to provide for protection of personal information; and to provide enforcement. Effective date: July 1, 2008.

Adds to existing law relating to insurance to enact the "Public Adjuster Licensing Act"; to provide the purpose; to define terms; to require a license for a person to be a public adjuster; to provide for license application; to provide for exams; to provide for nonresident license reciprocity; to provide for bond or letter of credit; to provide for continuing education; to provide for contracts between the public adjuster and the insured; to provide for records; and to provide for standards of conduct. Effective date: July 1, 2008.

Driver's Licenses

Amends existing law to revise the definition of "Class D Driver's Training Instruction Permit" and "Class D Instruction Permit"; to provide an expiration date for certain class D instruction permits; to specify age and other qualifications for obtaining a permit; to delete reference to application for a class D driver's training instruction permit; to provide conditions for issuance and expiration of class D driver's training instruction and class D instruction permits; to revise the fee for all driver's training instruction permits and to revise the distribution of fees; to provide for issuance of temporary permits; to specify a condition under which a class D supervised instruction permit becomes a class D instruction permit and to provide for expiration of such instruction permit; and to clarify the requirements for operating a class D vehicle with a class D supervised instruction permit. Effective date: July 1, 2008.

Workers' Compensation - Benefits

Amends and adds to existing law relating to volunteer emergency responder disability benefits to define a term; to revise the designation of employees in public employment and their employers subject to the Worker's Compensation Act; to remove the determination of average weekly wage for volunteer firemen, police and civil defense members or trainees; and to provide for the determination of average weekly wage for volunteer emergency responders based on Idaho Code. Effective date: July 1, 2008.

Vehicle Registrations

Amends existing law relating to temporary registration of vehicles and combinations of vehicles to increase temporary permit fees; and to provide for application of certain permit fees to an annual registration if the annual registration is purchased within thirty calendar days of issuance of the permit. Effective date: July 1, 2008.
