Relates to agency procedures for promulgating regulations; includes requirements provided for elsewhere in the Administrative Procedures Act; requires legislative council to provide notice to all members of the general assembly when regulations are submitted for review. Effective: July 1, 2008.

Motor vehicle insurance -- miscellaneous

Provides that a person who has been released from the custody of the Department of Corrections and whose driver's license has been suspended for failure to comply with an order for support may obtain a special route-restricted driver's license from the Department of Motor Vehicles; provides for a fee. Effective: June 15, 2007.

Catastrophe-related legislation

Relates to the Omnibus Coastal Property Insurance Reform Act, a catastrophe savings account, an income tax credit for retrofitting a residence against hurricane losses, rising water, or other wind event, sales tax rates on building materials, insurance claims reporting requirements, an insurance tax incentive, insurance discounts, discriminatory insurance rates, storm and hail insurance, a wind and hail underwriting association, manufactured homes, and insurance cancellation and nonrenewal. Effective: June 18, 2007.

Motor vehicle insurance - teen drivers

Enacts the Prevention of Underage Drinking and Access to Alcohol Act; provides social host criminal liability; requires the registration of kegs; relates to the purchase or possession of beer and wine; requires notification of parent when a minor's driver's license is suspended; relate to ignition interlock devices; provides for tuition grants. Effective: July 1, 2007.

Workers' compensation - omnibus law changes

Relates to appeals from the Workers' Compensation Commission to the court of appeals; relates to the Omnibus Insurance Fraud and Reporting Immunity Act; increases penalties for workers' compensation fraud; relates to the powers and authority of the workers' compensation commissioner; relates to the payment of a claimants attorneys fees, total and permanent disability, subsequent injury claims, occupational disease, rehabilitation professionals, rate filing by an insurer, and the uninsured employers' fund. Effective: July 1, 2007.

Building codes

Relates to the building code adoption procedure; provides the procedure for modifying an existing code is the same as adopting a code; provides the procedure for emergency building code modification. Effective: June 15, 2007.

Captives

Relates to a captive insurance company taking credit for reserves on risks or portions of risks that are ceded to reinsurers; provides that an industrial insured captive insurance company may not take credit if not in compliance with certain provisions of law; provides that all other captive insurance companies may not take credit for reserves pursuant to those provisions unless specific approval has been granted by the director of insurance. Effective: June 27, 2007.
