Adds to and amends existing law relating to the size of vehicles and loads to define "national network"; and to allow saddlemount combinations to operate at an overall length of ninety-seven feet when traveling on the national network. Effective: July 1, 2007.

Motor vehicle insurance - traffic offenses

Amends existing law to clarify the restriction on issuing a license, permit or privilege to drive to habitual drunkards and persons addicted to the use of narcotic drugs, and persons afflicted with or suffering from mental disability or disease. Effective: July 1, 2007.

Motor vehicle insurance - traffic offenses

Amends existing law to provide that no person who is disqualified or whose driving privileges are suspended, revoked or canceled shall be granted restricted driving privileges to operate a commercial motor vehicle. Effective: July 1, 2007.

Producer Licensing - Agent practices

Amends existing law that requires producers to maintain business records and make them available to the director for five years. Effective: July 1, 2007.

Financial regulation

Authorizes the department to examine insurance rate making organizations, advisory organizations, joint reinsurance organizations and group, association or any other organization of insurers which engages in joint underwriting or joint reinsurance every three years. This proposal changes the three year examination requirement for these entities to every five years. Effective: July 1, 2007.

Amends existing law relating to the Department of Insurance to delete an obsolete reference to the limit of risk for newly formed domestic mutual insurers. Effective: July 1, 2007.

Amends existing law to prohibit dishonest or predatory insurance practices related to marketing or sales to United States armed forces service members; and to authorize the director of the Department of Insurance to promulgate rules. Effective: July 1, 2007.

Amends existing law to provide a date change regarding various building codes; and to provide for adoption of the 2006 International Residential Energy Conservation Code as published by the International Code Council. Effective: July 1, 2007.

Motor vehicle insurance -- miscellaneous

Amends existing law relating to vehicle and vessel titles to revise the definition of "transitional ownership document"; to revise the process and timing for perfecting a lien; to delete provisions for processing incomplete title applications; to remove exemptions to the notarization requirement; to provide for calculation and perfection of a security interest; to clarify a transitional ownership document as evidence of ownership; and to allow thirty days for submission of the document to the Idaho Transportation Department. Effective: July 1, 2007.

Motor vehicle insurance - teen drivers

Amends existing law to revise the requirements of a class D supervised instruction permit; to increase the minimum time required of a permittee to operate a vehicle with a supervised instruction permit; to provide for cancellation of a class D supervised instruction permit upon a violation of state underage consumption law; to limit the number of passengers allowed in a vehicle operated by a driver with a class D driver's license who is under the age of seventeen years; and to provide an exception. Effective: July 1, 2007.

Motor vehicle insurance - financial responsibility

Amends existing law to require that a minimum level of motor vehicle liability coverage be provided to certain persons; to revise liability provisions relating to liability for imputed negligence; and to provide nonliability to the owner that rents or leases a motor vehicle under certain circumstances. Effective: July 1, 2007.

Motor vehicle insurance - traffic offenses

Amends existing law relating to commercial driver's licenses to provide for disqualification if a person submits to and fails a test to determine the driver's concentration of alcohol, drug or other intoxicating substances. Effective: July 1, 2007.

Tort reform - medical malpractice

Adds to existing law relating to tort claims against governmental entities to provide that supervisory physicians shall be considered employees for purposes of tort claims act insurance coverage; to define terms; to provide that specific liability exceptions and limits shall be inapplicable in certain cases; and to provide that certain claims against supervisory physicians shall not be subject to medical malpractice. Effective: July 1, 2007.

Bail bonds

Amends existing law relating to bail to revise provisions applicable to the forfeiture of bail. Effective: July 1, 2007.
