Defines a motorcycle as a motor vehicle designed to travel on not more than 3 wheels in contact with the ground unless it is defined as a tractor or an electric personal assistive mobility device; provides that three-wheeled vehicles are registered as motorcycles; provides three-wheeled motor vehicles may be operated by those with a Class D or CDL without a motorcycle endorsement; requires a specified distance between the wheels. Amends the workers' compensation system; authorizes restitution against or for the benefit of self insured employers in connection with insurance fraud; directs that a new workers' compensation rating plan be filed with the Insurance Commissioner within ninety days of the effective date of a medical payment system and practice guidelines, and at least annually thereafter; provides for health care cost containment, collection of data regarding mandatory insurance and obligations of independent contractors. Effective: January 17, 2007. |
