Prohibits the Department of Motor Vehicles from requiring a written test or road test to renew a drivers license simply because the applicant is 70 years of age or older. Effective: November 17, 2007. |

Captive Insurance |
Establishes the District of Columbia Free Clinic Captive Insurance Company for non-profit community health centers in the District; establishes eligibility standards to purchase a medical malpractice insurance policy from the company; establishes benefits under policies issued by the company; establishes the Free Clinic Captive Trust Fund, a nonlapsing fund, to serve as the funding mechanism for the company; exempts the company from District taxation and procurement laws. Effective: January 10, 2008. |
