Prohibits the issuance of more than 2 temporary registrations per year to a Class A or Class B motor vehicle unless the delay is caused by a title or lien problem as specified by rule promulgated by the department of revenue. Effective: July 1, 2007.

Provides that an insurer or its agent that issues or renews a policy that insures real or personal property shall not directly or indirectly require that appraisals or repairs to the property be made or not be made by a certain repair business, represent to a beneficiary or claimant that the use of, or the failure to use, a particular repair business may result in the nonpayment or delayed payment of a claim, intimidate, coerce, threaten or induce by incentive a claimant to use a particular repair business. Motor vehicle insurance - enforcement issues

Provides for the registration of vehicles at intervals of less than one year upon payment of the appropriate registration fee and specific ownership tax in order to allow the owner of more than one vehicle to provide for the owner's vehicle registrations to expire simultaneously; provides that the owner of a vehicle that is eligible may elect a registration pursuant to these provisions. Effective: August 3, 2007.

Requires the Division of Insurance to post a notice on its web site in advance of any rate increase for a type II kind of insurance including fire, casualty, inland marine, title, medical malpractice by a joint underwriting association, credit, and employers' liability and excluding workers' compensation, to provide notice to the public; provides that rate filing shall be in an electronic format. Effective: January 1, 2008.

Motor vehicle insurance - salvage title

Authorizes a motor vehicle recylcer to receive a vehicle when the seller or transferor is the owner on the certificate of title, an operator, or a license motor vehicle dealer, the seller or transferor provides a completed bill of sale on a form prescribed by the Department of Revenue or the receiver or purchaser checks whether the vehicle has been stolen and holds the vehicle for 7 days; creates the Motor Vehicle Verification System for use by the public to check and see if a vehicle is stolen. Effective: July 1, 2007.

Effective: April 20, 2007.

Motor vehicle insurance - financial responsibility

Requires that, if a consumer opts to purchase uninsured and underinsured motor vehicle insurance, the insurance be provided as excess to any motor vehicle liability coverage; requires the uninsured and underinsured coverage to pay the difference between the amount of any legal liability coverage and the amount of the damages sustained; prohibits the reduction of the uninsured and underinsured coverage from a setoff from any other insurance. Effective: January 1, 2008.
