Prohibits issuance of a restricted instruction permit to a person under a specified age; requires a permittee to be accompanied by a person of a specified age; restricts driving on a public highway; allows for sanctioned activities with a written, notarized letter from parent or guardian; restricts hours of driving; provides that a peace officer shall not stop a driver in violation of restrictions of number of minors in a car unless the officer has reason to believe there is another alleged violation.
