State and Policy Affairs

Neil Alldredge, MA, serves as NAMIC’s senior vice president of state and policy affairs. His primary responsibility is to direct state legislative and strategic state advocacy activities for all 50 states.

In addition, Alldredge represents NAMIC member companies at the National Conference of Insurance Legislators and the National Conference of State Legislatures; serves on the Commerce, Insurance and Economic Development Committee of the American Legislative Exchange Council, and on the board of the Insurance Education Council.

Alldredge is also the lead representative on the credit-based insurance scoring issue for NAMIC member companies. He participated in the drafting of the NCOIL model law and has provided testimony to legislatures in several states and at the National Association of Insurance Commissioners.

Before joining NAMIC, Alldredge spent five years with the Indiana state Senate, where he served in a dual role as director of planning and research and executive director of the Senate Majority Campaign Committee. He has bachelor’s degrees in political science and communications and a master’s degree in rhetoric from Ball State University.

Dan Daveline, CPA, serves as NAMIC’s financial regulation manager. In this capacity, he is responsible for working with NAMIC’s Accounting and Investment Committee in developing public policy positions for the association on all financial regulatory issues.

Prior to joining NAMIC in July 2011, Daveline spent 11 years with the National Association of Insurance Commissioners in its Financial Regulatory Services Department, most recently as assistant director of the department. He also spent six years working in the industry within the area of financial reporting and three years working for the national auditing firm Deloitte.

Daveline holds a bachelor’s degree in accounting from Kansas State University.

Robert Detlefsen, Ph.D., NAMIC’s vice president of public policy, is responsible for public policy research and analysis, and coordination of the development of NAMIC’s issue agenda and advocacy campaigns.

Detlefsen’s analyses and commentaries have appeared in scholarly journals, specialized insurance publications, and a variety of newspapers and magazines. He is a coauthor of The Future of Insurance Regulation (Brookings Press, 2009) and author of Civil Rights Under Reagan (ICS Press, 1991). He has testified on numerous occasions before state and federal legislative committees and regulatory bodies.

Detlefsen holds a Ph.D. in political science from the University of California, Berkeley, and has taught courses in American government, constitutional law, and political theory at several colleges and universities.

David B. Reddick, Ph.D., is NAMIC’s director of public policy research. In this capacity, Reddick works closely with NAMIC’s vice president of public policy on developing public policy positions for the association. He also serves as editor of NAMIC’s standalone website, www.climateandinsurance.org, which serves as a resource for industry professionals to become more aware of the climate change issue and how climate change could affect the property/casualty industry.

Prior to joining NAMIC in 1999, Reddick spent more than four years as the government relations officer for a national health insurance carrier in Wisconsin. He also spent five years as an insurance regulator with the Indiana Department of Insurance, the last two years as the department’s chief deputy commissioner. He is also a former newspaper reporter and editor.

Reddick holds master’s and Ph.D. degrees from Michigan State University and a Bachelor of Arts degree from the University of Windsor in Canada.

Joe Thesing is NAMIC’s assistant vice president of state affairs. He oversees the state legislative programs and works with NAMIC’s state affairs managers to advocate for insurance companies on a state-by-state basis.

Thesing works with the NAIC and the National Conference of Insurance Legislators on high-priority insurance issues. He also advocates on behalf of Ohio and Texas members as their states’ state affairs manager.

Prior to joining NAMIC, Thesing was deputy director of legislative services at the Ohio School Boards Association and was program director at the U.S. Department of Justice under Attorney General Janet Reno.

He holds a bachelor’s degree in history from Ohio University.

Erin Collins, MPA, IOM, serves NAMIC as the Mid-Atlantic state affairs manager. She advocates on behalf of the industry in Delaware, Kentucky, Maryland, Michigan, Pennsylvania, Tennessee, Virginia, District of Columbia, and West Virginia.

Prior to joining NAMIC, Collins worked as director of government affairs for the Virginia Society of Certified Public Accountants. She received a bachelor’s degree in political science and philosophy from Mary Baldwin College and her master’s degree in public policy from Virginia Commonwealth University.

Mark Johnston, JD, serves NAMIC as the Midwest state affairs manager. He advocates on behalf of the industry in Illinois, Iowa, Kansas, Minnesota, Missouri, Nebraska, North Dakota, Oklahoma, South Dakota, and Wisconsin.

Before joining NAMIC in March 2008, Johnston worked as an attorney/lobbyist in Missouri, with an emphasis in insurance, health care, business, and civic issues; and for Wellpoint, Inc. prior to that. He also has experience as a law clerk for two judges early in his career.

Johnston holds a bachelor’s degree and a master’s degree in public administration from the University of Missouri – Columbia and a juris doctorate from the University of Missouri Columbia Law School.

Christian J. Rataj, JD, serves NAMIC as the Western state affairs manager. He advocates on behalf of the industry in Alaska, Arizona, California, Colorado, Hawaii, Idaho, Montana, Nevada, New Mexico, Oregon, Utah, Washington, and Wyoming.

Holding a juris doctorate degree from the University of Colorado School of Law, Rataj has extensive legal experience. Prior to joining NAMIC, he was a trial lawyer specializing in insurance subrogation and defense and civil litigation. He has also been a mediator and an adjunct professor of business law.

Liz Reynolds, CPCU, API, serves NAMIC as the Southeast state affairs manager. She advocates on behalf of the industry in Alabama, Arkansas, Florida, Georgia, Louisiana, Mississippi, North Carolina, and South Carolina.

Reynolds has a significant background in the insurance industry. Before joining the NAMIC staff, she was the director of public affairs for Indiana Farm Bureau Insurance. She held the positions of policyholder and legislative representative and corporate communications director for South Carolina Farm Bureau Insurance.

She holds a bachelor’s degree in journalism from the University of South Carolina and the CPCU and API professional designations within the industry.

Paul Tetrault, JD, CPCU, serves NAMIC as the Northeast state affairs manager. He advocates on behalf of the industry in Connecticut, Maine, Massachusetts, New Hampshire, New Jersey, New York, Rhode Island, and Vermont.

Prior to joining NAMIC, Tetrault practiced law focusing on litigation defense and insurance coverage issues at a Boston-based firm. He also served for many years as editor of The Standard, New England’s Insurance Weekly.

He is a graduate of Villanova University and Suffolk University Law School. He also holds associates in risk management and management from the Insurance Institute of America.
