Deletes the provisions that permit a fine to be imposed for a violation of the Motor Vehicle Seat Belt Law only if the violator is also charged and convicted of some other offense. Effective: May 27, 2006.

Motor vehicle insurance - auto equipment issues

Relates to tinted windows on motor vehicles; requires tinted windows on a motor vehicle must be labeling to certify that they comply with provisions of law; reduces minimum light transmittance requirements; relates to inspection stations performing inspection of tinted windows. Effective: March 23, 2006.

Motor vehicle insurance - salvage title

Authorizes the Department of Public Safety in performing inspections of motor vehicle for which salvage certificates of title have been issued and for which a clear certificate of title or a branded certificate of title is applied to accept documents and information required by applicants for the performance of such inspections by hand delivery or mail or to authorize the department to require that such motor vehicles be brought to a highway patrol facility for a visual inspection. Effective: July 1, 2006.

Relates to insurance agents; exempts from examination applicants who shall be licensed to act only as a producer with respect to credit property insurance; relates to property insurance on borrowers or debtors known as credit property insurance. Effective: March 1, 2006.

Relates to the Commissioner of Insurance; authorizes alternative dispute resolution procedures; establishes a nonbinding, nonadversarial alternative dispute resolution procedure for personal lines insurance claims. Effective: March 1, 2006.

Relates to insurance agents, producer licensing laws and the Department of Insurance; clarifies that an insurance producer, who is not acting as an agent of an insurer is not required to become appointed. Effective: July 1, 2006.

Clarifies, under the Insurance Premium Finance Law, that the refund of unearned premiums shall be directly to the premium finance company as soon as reasonably possible; revises the deadline by which a licensee under the Sales of Checks Law must report his outstanding checks to the Commissioner of Banking and Consumer Finance. Effective: March 13, 2006.

Workers' compensation - fund management

Relates to the Workers Compensation Commission; allows pooling of liabilities under an employers liability insurance policy and for related purposes; relates to self-insurance; relates to reserves for claims. Effective: April 3, 2006.
