Relates to security breach disclosure and identity deception; provides that an owner or licensee of computerized database personal information of residents must disclose to the residents a security breach if such breach could cause victims of identity theft, identity deception, or fraud; requires a database maintainer to notify the owner; relates to credit card skimming devices for identity deception, fraud and terrorist deception; provides for additional restitution; includes financial records. Effective: July 1, 2006. |

Amends definition of aggressive driving; relates to following too closely, unsafe operation, overtaking another vehicle on the right, unsafe stopping, unnecessary sounding of the horn, failure to yield, failure to obey a traffic control device, driving at unsafe speeds and repeatedly flashing the vehicle's headlights; includes aggressive driving that results in serious bodily injury or death to another person. Effective: July 1, 2006. |

Motor vehicle insurance - ignition interlock devices |
Relates to ignition interlock devices; provides that when a court grants probationary driving privileges to certain persons, the order must include the requirement that for six months the person may not operate a motor vehicle unless the motor vehicle is equipped with a functioning certified ignition interlock device and the person is participating in a court supervised alcohol treatment program involving antabuse or a similar substances; requires payment from persons not indigent. Effective: July 1, 2006. |

Relates to workers' compensation; requires a schedule of attorney's fees for worker's compensation and occupational disease claims; provides that the burden of proof is on the employee; provides for increases in the average weekly wage used to calculate workers compensation and occupational diseases benefits, the schedule for awarding compensation for permanent partial impairment and maximum compensation for personal injury by accident, disablement or occupational disease. Permits forfeiture of a motor vehicle operated by a person who has a prior unrelated conviction regarding lack of financial responsibility, a DUI, a suspended driver's license or never having received a license; relates to an excise police officer of the alcohol and tobacco commission; provides that proof of collision is not required if the accident resulted in serious bodily injury or death; provides for an ignition interlock device in granting probationary driving privileges. Effective: July 1, 2006. |

Allows a court that admits a defendant to bail to require the defendant to post a combination of property and surety bonds as a condition of the bail; provides that the court may retain cash to pay publicly paid costs of representation and fines, costs, fees and restitution if the defendant is convicted. Authorizes the owner of a salvage motor vehicle to retain possession of such vehicle under certain circumstances; sets the procedure for the owner to obtain a certificate of salvage title; repeals and relocates language relating to the fee for the issuance of a salvage title; specifies that the revenues collected from the issuance of salvage titles shall be deposited in the motor vehicle highway account; relates to a vehicle that an insurance company has determined is economically impractical to repair. Effective: July 1, 2006. |
