Permits insurers to provide food or refreshments under certain circumstances to current or prospective clients during sales presentations and seminars; provides that certain rates with regard to certain property and casualty insurance may go into effect without the approval of the Commissioner of Insurance; provides the procedures for such filings; provides for notice and hearing in the case of filings that are not in compliance. Effective: July 1, 2006.

Workers' compensation - omnibus law changes

Exempts certain change of address filings by agents, subagents, counselors, and adjusters from a fee; provides for certain qualifications for a counselor's license; provides for the maintenance by the Commissioner of Insurance of the address of the place of business of agents, subagents, counselors, and adjusters; to provide for related matters; repeals conflicting laws. Effective: July 1, 2006.

Motor vehicle insurance -- miscellaneous

Provides that an auto club performing specified services shall not be subject to any laws respecting insurance companies of any kind, class or character in the state or regulation because of services related to maintenance of a motor vehicle, theft or reward services, discount services, arrest bond services, lock and key services, trip interruption services and legal fee reimbursement services in defense of traffic related offenses. Effective: April 21, 2006.

Motor vehicle insurance - commercial auto

Specifies the gross vehicle weight of a vehicle that is considered non commercial class; provides penalties for drivers; relates to right of way violation; relates to collision; any person who causes a serious injury to certain other persons as a result of a collision by committing any right of way violation under this chapter is abiding by the provisions of this title shall be guilty of a misdemeanor and shall be punished by a fine. Effective: July 1, 2006.

Workers' compensation - disputes and settlements

Requires for workers compensation; provides a time frame for claims to be documented; provides that an employer or insurer shall have a specified time to obtain a reimbursement agreement and a specified time from a date of denial to request a hearing with the State Board of Workers' Compensation. Effective: July 1, 2006.

Relates to insolvencies and related matters that occur on or after the effective date of this Act. Effective: May 5, 2006.

Tort reform --liens

Relates to hospital and nursing home liens; changes notice and filing provisions with respect to certain liens; changes a provision relating to the effect of release or covenant not to sue on hospitals and other medical provider liens; changes a provision relating to the effect of this part on a settlement or release entered into before entry into a hospital, nursing home, or traumatic burn care medical facility; provides for related matters. Effective: April 21, 2006.

Military insurance related legislation

Relates to administration and enforcement of the chapter concerning the registration and licensing of motor vehicles, so as to permit military personnel whose vehicles are registered in Georgia and have Georgia license plates who are stationed in other states as part of their military assignments and duties to meet their obligations concerning minimum motor vehicle liability insurance through the purchase of certain insurance in such other states. Effective: July 1, 2006.

Motor vehicle insurance - UM/UIM

Changes certain provisions relating to damages recoverable by an insured under uninsured motorist coverage; to change certain provisions relating to service upon an owner or driver by publication of summons and service as prescribed by law upon an insurance company. Effective: July 1, 2006.

Motor vehicle insurance - auto equipment issues

Relates to affixing of materials which reduce light transmission or increase light reflectance through windows or windshields of motor vehicles, so as to authorize a person who is a certified optometrist to provide an attestation in support of a medical exemption for restrictions to limitations on reducing light transmission or increasing light reflectance on windows of motor vehicles. Effective: July 1, 2006.
