Requires the Metropolitan Police Department to prepare an annual report regarding motor vehicle insurance, requires the Mayor to submit the report to the District of Columbia Council, requires motor vehicle operators to produce proof of insurance on demand by law enforcement personnel, requires Metropolitan Police Officers to note insurance information in police reports for motor vehicle accidents. Effective: June 8, 2006. |

Producer licensure -suspensions, revocations |
Clarifies due process rights afforded to producers under the suspension and revocation provisions of the Producer Summary Suspension Amendment Act, provides the Commissioner of the Department of Insurance, Securities, and Banking with authority to suspend the certificate of authority of an individual or firm producer without giving notice if the Commissioner finds that the further transaction of business would be hazardous to the public, the policyholders, or the creditors of the producer. Effective: March 8, 2006. |

Motor vehicle insurance - salvage title |
Permits a company that stores an unclaimed vehicle that was in an accident, stolen, or abandoned to obtain a scrap title to allow it to use or sell the vehicle for parts. Effective: June 22, 2006. |

Identity theft - security breach |
Ensures that consumers are notified in the event that their personal data is released, compromised, or mishandled in such a way that increases the risk of identity theft, and to create a private right of civil action for consumers harmed by a breach of the security of personal data; provides for enforcement by the Attorney General. Effective: July 1, 2007. |

Identity theft - security freeze |
Provides consumers with a right to obtain a security freeze on a consumer report; clarifies the responsibilities of consumer reporting agencies to place and remove security freezes; creates a private right of civil action for consumers if a security freeze is lifted or removed improperly; provides the Attorney General with enforcement capabilities for the improper placement or removal of consumer-requested security freezes. Effective: July 1, 2007. |
