House of Representatives Speaker J. Dennis Hastert broached the idea of ethics training for lawmakers. The proposal reportedly gained traction among Republicans when former Rep. Randy Cunningham resigned after admitting he took more than $2 million in bribes.

Some support the idea, but others argue such training would bolster the impression that lawmakers are prone to wrongdoing. Said Rep. Steve Chabot, R-Ohio, "I think common sense and integrity should tell anyone who has made it to Congress that you don't take bribes."
