Two Win NAMIC State Legislator of the Year Awards

GRAPEVINE, Texas (Sept. 17, 2007) – State Rep. Don Brown of Florida and State Sen. Linda Scheid of Minnesota have been named State Legislators of the Year by the National Association of Mutual Insurance Companies (NAMIC). Chuck Chamness, NAMIC's president and CEO, announced the names of the award winners today during NAMIC’s Annual Convention being held in Grapevine.

“Representative Don Brown has been the voice of reason in the overheated Florida insurance climate since the 2006 session, when he led the charge to pass legislation requiring Citizens Property Insurance Corporation rates to reflect the cost of reinsurance,” Chamness said. “Throughout his tenure, Representative Brown has been firmly committed to maximizing free-market and private-sector solutions to hurricane risk.”

Scheid, a Democrat and chair of the Minnesota Senate Commerce Committee, was recognized for her efforts to defeat third-party bad faith direct action legislation.

“Senator Scheid believed that passage of the bad faith bill would have had a severe impact on the state’s litigation environment and would negatively affect insurance markets and the state’s overall economy,” Chamness said. “Senator Scheid did everything possible, against the wishes of her party leadership, to ensure defeat of this onerous proposal both in her committee and when brought back on the Senate floor where it died on the last day of session.”

Chamness also noted Scheid’s long-standing support of competitive insurance markets “as evidenced by her sponsorship in past years of personal lines rate modernization, the interstate compact and a farm mutual modernization proposal. All three bills became law.”
