NAMIC Announces Major Reorganization of its Governmental Affairs Operation

INDIANAPOLIS (July 26, 2006) -- The National Association of Mutual Insurance Companies (NAMIC) today announced a major reorganization of its governmental affairs operation, recognizing the convergence of issues facing the property/casualty insurance industry in the United States.

NAMIC President and CEO Chuck Chamness said Carl M. Parks, a noted insurance lobbyist and association executive, will join NAMIC on Aug. 1 as senior vice president of government affairs. In this new position, Parks will direct both the state and regulatory affairs and federal affairs advocacy of the association.

"Increasingly, issues of importance to NAMIC members, such as insurance regulatory reform, terrorism risk insurance, Sarbanes-Oxley accounting standards, asbestos litigation reform and other matters, are cutting across state and federal lines," Chamness said. "Carl's experience in government affairs and knowledge of property/casualty insurance will make him a very effective advocate for our members. I am delighted to welcome him to NAMIC."

Parks brings an extensive background of working in and overseeing government affairs operations. His service includes being chief lobbyist for large trades, including five years with another property/casualty insurance trade association, counsel to U.S. Sen. Paul Coverdell, and senior counsel in the government affairs department of a leading insurance company.

"I'm excited to be joining NAMIC at such a critical time for our members," Parks said. "The opportunity to be part of a proven management team with the unmatched grassroots power of our membership will provide the advocacy leadership for today's challenges."

Parks is a graduate of the University of Georgia and has his law degree from Atlanta School of Law. He will work from the association's Washington, D.C. office on Capitol Hill.

Chamness also announced the promotion of four NAMIC employees. They include:

• Gregg Dykstra, J.D., who is adding the title of chief administrative officer to his current senior vice presidential responsibilities as the association's chief financial officer and general counsel. "Gregg's steady hand and excellent judgment help steer a steady course for the vital internal and administrative functions of the association," Chamness said. He joined NAMIC in June 1997. Dykstra has a bachelor's degree in economics from Indiana University/Purdue University- Indianapolis and a law degree from the Indiana University School of Law - Indianapolis.
• Neil Alldredge will become vice president of state and regulatory affairs and will be in charge of all state legislative and regulatory affairs of the association and will report to Parks. Alldredge, currently senior director of state advocacy, has been with NAMIC since September 1999. He holds a B.A. in political science and communications and a M.A. in rhetoric from Ball State University.
• Robert Detlefsen, Ph.D., will become vice president of the newly created public policy division and will be responsible for addressing the social, political and economic environment in which NAMIC member companies operate. He also will report to Parks. Detlefsen has been with NAMIC since August 2004. He holds a doctorate degree in political science from the University of California - Berkeley.
• David Reddick, Ph.D., will become associate director of public policy. Reddick most recently has been senior state affairs manager for the southeast region. He joined NAMIC in January 1999. Reddick holds a doctorate degree in American studies from Michigan State University.
