Washington: Legislative Update: CBIS Ban Bills Dead, but JUA, Judgment Interest, Wrongful Death Bills Still Alive, Concerning

Washington’s fast-paced but short 2010 legislative session has a few action-packed weeks left for insurers to try to defeat a number of pending bills of concern to the insurance industry. (Posted: 2/23/2010)


Washington: One Credit-based Insurance Scoring Ban Bill Down, One to Go This Legislative Session

HB 2513 died Feb. 2 in the House Financial Institutions and Insurance Committee on a 4-6 vote. Unfortunately, SB 6252 passed as amended out of the Senate Labor, Commerce, & Customer Protection Committee along party lines. (Posted: 2/9/2010)


Washington: Excess Flood Insurance JUA Bills Pass Out of Senate, House Committees

SB 6240, a bill that grants the insurance commissioner the authority to establish a temporary excess flood insurance joint underwriting association, passed out of Senate Committee on Financial Institutions, Housing and Insurance Jan. 28 with several industry-requested amendments. HB 2560, the House companion bill, passed out of the House Committee on Financial Institutions and Insurance with amendments. (Posted: 2/2/2010)


Washington: NAMIC Joins Industry in Testifying Against Credit-based Insurance Scoring Ban Bill

NAMIC, in conjunction with other members of the insurance industry and interested stakeholders, testified last Wednesday evening at the House Financial Institutions and Insurance Committee public hearing on HB 2513, which would ban the use of credit score, education, and income in insurance underwriting. The bill is supported by the Office of the Insurance Commissioner, and Commissioner Mike Kreidler has been extensively advocating for the bill at the Legislature and in the media. Washington: NAMIC Opposes JUA Bills in Public Hearings, Amendments Likely to be Offered Addressing Some Concerns of Insurers

The two JUA bills, HB 2560 and SB 6240, were heard in their respective chamber insurance committees last Wednesday. NAMIC’s contract lobbyist, Jean Leonard, who also represents the Washington Insurers Group and State Farm Insurance Company, testified on behalf of her clients about the public policy problems that will result from the proposed Excess Flood Insurance JUA. Washington: Credit-based Insurance Scoring, Other Valuable Underwriting Information Under Attack

A renewed assault on how insurers provide consumers with insurance rates commensurate with the consumer’s personal risk of loss exposure has begun in Washington. Washington: In First Week of Session, Legislation Introduced Granting Commissioner Authority to Create Flood Insurance Joint Underwriting Association

The 2010 legislative session started yesterday with the introduction of a pre-filed bill, SB 6240, that would grant the commissioner of insurance the unfettered authority to establish a temporary excess flood insurance joint underwriting association. The bill will be heard tomorrow at 4:30 p.m. PST in the Senate Financial Institutions, Housing and Insurance Committee. A House companion JUA bill, HB 2560, is going to be up for hearing tomorrow at 6 p.m. PST in the House Committee on Financial Institutions and Insurance. (Posted: 1/12/2010)
