Sometimes our work in Washington can seem like, as the great Yogi once said, “déjà vu all over again.” It appears every time a new member of Congress is elected, we find ourselves once again going through the same debates – explaining McCarran-Ferguson; why federal regulation of insurance would be a disaster; why we need a strong National Flood Insurance Program (that last one, thankfully, may be coming off the list for a while very soon); and how the Terrorism Risk Insurance Act works (one that will be added to the list next year).
