Just prior to the congressional March recess, the Senate moved the SBIR/STTR Reauthorization Act of 2011 to the floor for vote consideration (S.493). This piece of legislation amends the Small Business Act to reauthorize through 2019 the Small Business Innovation Research (SBIR) and Small Business Technology Transfer (STTR) programs of the Small Business Administration (SBA). In moving legislation to the Senate floor, potential amendments to the bill are considered for inclusion. One of these amendments is the repeal of the onerous 1099 reporting requirement found in the healthcare reform bill.
