Heading into December, Congress was facing the latest in a series of big deadlines on their major legislative priorities. Healthcare reform has been lagging since the summer and committees in both the Senate and the House had been working on financial services regulatory reform packages throughout the fall months, in addition to the annual appropriations bills in Congress.
