Legislation aimed at protecting homes and businesses from the effects of natural disasters is moving through Congress this week. A NAMIC-endorsed proposal to promote stronger building codes throughout the states is expected to be adopted by a key House committee today.
NAMIC founded and has worked vigorously with the Building Code Coalition to advance H.R. 4461, the Community Building Code Administration Grant Act of 2007. It is expected to be passed by the Financial Services Committee and sent to the full House today.
Building code administration and enforcement is typically funded by states without federal assistance, often relying on building permit fees and sometimes general funding to operate offices that are overworked and understaffed.
The legislation will provide $100 million during a five-year period to help local and state authorities enact and enforce building codes. It caps awards at $1 million per recipient, requires recipients to match a portion of the funds received, and outlines eligible uses of the money and selected criteria with preference given to governments in financial distress.
While many states have strong statewide building codes, numerous local communities have complained that they do not have the money and resources to enforce them. This legislation would help those communities receive the necessary funds to enhance and promote safer homes and businesses, especially in areas vulnerable to natural catastrophes. The legislation could also save millions of dollars. According to the National Institute of Building Sciences, for every $1 spent on mitigation at the federal level, the American taxpayer saves $4 in disaster assistance.
