Kansas and New Hampshire Mandate SERFF Filings

Two more states have announced that they will begin requiring the use of the National Association of Insurance Commissioner’s System for Electronic Rate and Form Filing for rate and form filing.

On Aug. 6, New Hampshire Insurance Commissioner Roger Sevigny issued Insurance Bulletin No. 07-063-AB, providing that New Hampshire will no longer accept paper filings beginning Jan. 1, 2008. In addition, the bulletin notes that all fees due in connection with those filings must be paid with Electronic Funds Transfer.

The New Hampshire Bulletin also encourages insurers to begin making arrangements to use SERFF and EFT immediately.

Kansas Insurance Department Bulletin 2007-6 was issued on July 23, announcing that the insurance department would not longer accept paper filings beginning on Jan. 1, 2009.

With the addition of Kansas and New Hampshire, a total of 10 jurisdictions will have SERFF mandates in place. Other states are expected to follow suit.

In a related news release, the Missouri Department of Insurance announced that effective Aug. 1, 2007, the department would no longer retain paper copies of property/casualty, life, and health filings. The news release noted that 68 percent of all filings received by the department are filed through SERFF, and insurers are encouraged to use SERFF to help streamline the review, storage, and access processes.

While paper filings will still be accepted, SERFF filings will be reviewed more quickly. Insurers will need to comply with new instructions in order for paper filings to be accepted and reviewed.
