Alabama lawmakers have passed House Joint Resolution 653, which calls for the creation of a 12-member Alabama Building Code Study Commission to study and make recommendations to the Legislature on establishing statewide building code standards. One of the 12 members would be an insurance industry representative.
The state now allows counties and municipalities to adopt Southern Building Code Congress International Standards on a voluntary basis. A bill introduced this session to change those standards to the International Code Council Standards was postponed indefinitely in favor of the House Joint Resolution.
The action taken by Alabama lawmakers is similar to one taken in 2005 by the Louisiana Legislature that created a similar study commission. That group's work became preempted with the arrival of Hurricane Katrina in August 2005. Louisiana lawmakers ultimately passed a statewide building code law during a special session in November 2005.
