Insurance Commissioner Julianne M. Bowler appointed five new members to the Governing Committee of the Commonwealth Automobile Reinsurers (CAR) on July 23. CAR is the entity that operates the residual market for motor vehicle insurance in Massachusetts.
“The Governing Committee and CAR’s technical staff have been instrumental in the development of proposed rule changes aimed at bringing greater equity among insurers in the distribution of the state’s high-risk drivers,” said Bowler. “I look forward to the new members’ input and dedication as we move forward in our task of restructuring this important part of our auto insurance system.”
Of the five new appointees, three are representatives of insurers of private passenger automobile insurance and two are producer (agent) representatives for the involuntary producer markets. The CAR Governing Committee consists of 13 individuals appointed by the Commissioner of Insurance to serve terms of six years. Seven members are from insurers participating in CAR’s Plan of Operation and six members are from associations of insurance producers. Those appointed to six-years terms were:
The new appointees replace previous committee members representing Plymouth Rock Assurance Corporation, Arbella Mutual Insurance Company and Metropolitan P&C Insurance Company.
“Commissioner Bowler’s appointment of new members, rather than reappointing previous members, and her accompanying comments are noteworthy, “ said Tami Stanton, NAMIC State Affairs Manager. “The Commissioner is sending an unmistakable message about the administration’s commitment to auto reform in the Massachusetts. Any day, it’s anticipated Commissioner Bowler will approve the new residual market plan (Massachusetts Assigned Insurance Plan) sent to her by CAR at the end of June, despite the continuing objections and negative projections from Commerce Insurance and the Center for Insurance Research (consumers advocate group).”
