Enacted in 1927, the Longshore and Harbor Workers Compensation Act (LHWCA) provides a comprehensive federal workers' compensation program for injured maritime workers who go uncovered by either the Jones Act – which covers seamen – or by state workers’ compensation laws that do not cover workplace injuries that occur on navigable waters. The system is financed by employers and run by the U.S. Department of Labor.
