Déjà vu in Washington

For the third time this year, all action in Washington has been consumed by a battle over the federal budget. In order to avoid a federal shutdown, Congress must pass a “continuing resolution” by midnight on Friday, Sept. 30 to continue funding the government. However – and again for the third time this year – legislative deadlock between the House and the Senate almost brought the country to the brink of a shutdown.
