Floor Vote on Flood Insurance Reform Expected in House

The House of Representatives is set to consider passage of H.R. 1309, The Flood Insurance Reform Act of 2011, within the next two weeks. The bill will be considered under a “Structured Rule,” the traditional legislative process in which amendments are filed with the Rules Committee at least 72 hours before the vote. This process is preferable to an “Open Rule” in which amendments can be filed with no prior notice and are thus difficult to track and analyze.
